The term \u201cguiding\u201d refers to the fact that these values are established to lead the data governance team in any situation it might face.<\/p>\n<p>They are essential in decision-making processes, since no decision should contradict any of these principles. These values are non-negotiable and even when the nature or goals established might change over time, these principles normally remain unchanged. They should be effectively communicated to every member of the organization to make sure they understand the moral framework of the activities they perform.<\/p>\n<p><strong>Each guiding principle should have a:<\/strong><\/p>\n<ul>\n<li>Description<\/li>\n<li>Rationale<\/li>\n<li>Benefits<\/li>\n<li>Implications<\/li>\n<\/ul>\n<h2>Sample Guiding Principles<\/h2>\n<ul>\n<li>Data is a strategic enterprise asset and should be managed as such<\/li>\n<li>Data governance is a program and a business discipline, not a project, which needs an ongoing investment, support, and exposure<\/li>\n<li>Data governance is the foundation upon all enterprise information initiatives are built<\/li>\n<li>There is one version of the truth for enterprise data which is actively managed and trustworthy<\/li>\n<li>All participants must have integrity in their dealings with each other. They must be truthful and forthcoming in discussing the drivers, constraints, options, and impacts for data-related decisions.<\/li>\n<li>Data management needs to comply with legal and regulatory requirements, internal policies, and follow industry best practices and standards<\/li>\n<li>Enterprise data are accessible and understood by relevant roles as needed in order to carry out their duties<\/li>\n<li>There is a common glossary with shared and approved business terms and data definitions with a clear stewardship and ownership process<\/li>\n<li>Accountability for different data management practices is clearly defined, assigned, and managed<\/li>\n<li>Data governance efforts, goals and objectives, priorities, decisions, and deliverables (procedures, processes, standards, policies, framework, etc.) are always communicated and made available to the entire enterprise<\/li>\n<\/ul>\n<p>From Data Governance Institute:<\/p>\n<ul>\n<li>All participants must have integrity in their dealings with each other. They must be truthful and forthcoming in discussing the drivers, constraints, options, and impacts for data-related decisions.<\/li>\n<li>Data governance and stewardship processes require transparency. It must be clear to all participants and auditors how and when data-related decisions and controls were introduced into the processes.<\/li>\n<li>Data-related decisions, processes, and controls subject to data governance must be auditable. They must be accompanied by documentation to support compliance-based and operational auditing requirements.<\/li>\n<li>They must define who is accountable for cross-functional data-related decisions, processes, and controls.<\/li>\n<li>It must define who is accountable for stewardship activities that are the responsibilities of individual contributors and groups of data stewards.<\/li>\n<li>Programs must define accountabilities in a manner that introduces checks-and-balances between business and technology teams, and between those who create\/collect information, those who manage it, those who use it, and those who introduce standards and compliance requirements.<\/li>\n<li>The program must introduce and support standardization of enterprise data.<\/li>\n<li>Programs must support proactive and reactive change management activities for reference data values and the structure\/use of master data and metadata.<\/li>\n<\/ul>\n<h2>Tips for creating the guiding principles<\/h2>\n<ul>\n<li>When you&#8217;re drafting these policies, try to bounce ideas of each other and have frequent and short review sessions.<\/li>\n<li>The first pass will result in many principles. It&#8217;s not uncommon to think that you need over 10. If that&#8217;s the case, ensure they are not similar versions or extended versions of each
