Thanks for the comment and questions MM. The answers depend on the data governance organizational framework, but usually:

Who will write the principles, policies, procedures, standards? A: data governance lead with input from data stewards, stakeholders and owners. These would be approved by the data governance council.

Who will implement and manage the DG platform and respective metadata model? A: the data governance lead with support from the data stewards and custodians.

Who will work with PMO, Issue management, procurement, IT, risk + compliance in order to establish the Data Governance compliance by default? A: data governance lead + data stewards and data custodians

Who will provide leadership organizing / standardizing the work for data owners and stewards? A: data governance lead with the help of data stewards

Who will take ownership over the DG charter and strategy? A: data governance lead with approval from the data governance council
